The $3.2 million Tupper Lake village budget adopted this week was brought in under the state tax cap after the village board eliminated three vacant positions in the police department and raised rates for village garbage collection. The Adirondack Daily Enterprise reports the spending plan shows a projected $196,000 decrease in expenses and a decrease in the tax rate.
